WTLS historical-parameter control: numeric-only portable verifier
================================================================

Run with Python 3 and its standard library:
    python verify_wtls.py

No network connection, extra packages, other workspace folders, PDFs, or full
document text are needed. The script writes verification-result.json beside itself.

The fixture contains the numbers published as assigned curve 4 in Table 8, page 80,
of WTLS Version 11-Feb-1999, plus the independently exported SEC sect113r1 comparator.
It compares the field, reduction polynomial, a, b, seed S, G, n and cofactor, checks
the group arithmetic, computes both doubling preimages, and verifies the smaller
preimage has x=3. The arithmetic class is copied from the reviewed binary verifier.

The original WTLS PDF was retrieved and checked during the investigation. Its
recorded SHA256 is:

That PDF is NOT included here. Running this package does NOT revalidate its hash
or independently repeat document extraction. The unchanged historical receipt is
preserved in original-source-validation-receipt.json. The portable script hashes
that receipt to detect a local discrepancy; this is not authentication of the
original source or a new PDF validation. The receipt includes other fourth-pass
checks performed earlier; this package does not rerun those checks.

This dates the published sect113r1-compatible control to February 1999. It does not
date the 131/193 shared starts, explain the k1 generators, establish the curve's
creation date, or recover the historical selection recipe.
