Fifth archival pass: concise findings and limits
================================================

1. WTLS Version 11-Feb-1999, page 80, assigned curve 4, matches all numeric parameters
of SEC sect113r1. Its smaller doubling preimage has x=3. This package reproduces
that numeric comparison and arithmetic from extracted public parameters.

2. The recovered WTLS Version 30-Apr-1998 contains only assigned curves 1-3 in its
Table 8, pages 78-79. Thus curve 4 appears in this document series by February 1999.
Absence from that table does not establish when the curve itself was created.

The 1998 PDF is not bundled; this statement records the original archive review.

3. The complete September 1999 GEC 2 v0.3 test-vector draft was also recovered. It
gives secp160r1/sect163k1 examples and cites the September GEC 1 draft. Its cover
lists Hugh MacDonald alongside Simon Blake-Wilson and Minghua Qu as contacts.
That does not identify who generated any specific curve. No target generator
recipe was found. Its public test constants contained no literal target match.

The GEC 2 PDF/text/constants are not bundled here; this records the archive review.

4. Prior evidence remains September 1999 cached GEC 1 v0.5 excerpts and the complete
October 1999 SEC 2 v0.6 PDF. The earlier full verification covered ten target curves
in each document. Month-only cover dates do not establish exact publication days.

No GEC 1 v0.4 numeric document or historical generator-selection recipe was found.
This package's rerunnable scope is item 1 only. The source PDF hash is recorded
provenance, not revalidated without that PDF. No new research was done to prepare
this portable subset.
